Geologist/Petroleum Engineer

This position is responsible for performing work that involves the knowledge and application of the principles of geology and engineering and includes all aspects of fluid minerals and reservoir management and operations activities throughout the BLM. The incumbent is responsible for performing a variety of duties including, but not limited to, the following:
Providing expertise in the analysis, review, development and implementation of nationwide policy, procedures, and requirements contained in regulations, orders, manuals and handbooks for leasable oil, gas and geothermal resources. Providing leadership and technical guidance to the field offices for all aspects of the fluid minerals program areas (from leasing to reclamation). Providing expertise and input into regulation revisions and utilizing these skills to evaluate the merit of Field Office decisions in the State Director Reviews. Coordinating with the Regional Solicitor's Office, the U.S. Attorney's Office and the Washington Office in preparing new instructions, or if legal action is necessary, working directly with the Solicitor to prepare the administrative record. Serving as budget lead for all fluid mineral accounts, assisting in the development of portions of the State's long range programming for the fluid minerals programs, and monitoring the progress. To qualify under the Geologist series (1350) you must have A) a degree in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography; - OR - B) Combination of education and experience - course work as shown above, plus appropriate experience or additional education. -OR- To qualify under the Petroleum Engineer (0881) series you must have A) Degree:
professional engineering. To be acceptable, the curriculum must:
(1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. - OR - B) Combination of education and experience-- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. For the GS-13:
In addition to one of the above Basic Education Requirements, this position requires one year of specialized experience equivalent to the GS-12 level in the Federal service. In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-12) of the position to be filled. At this level work requires independent judgment and action or decision making and an intimate grasp of the subject matter. Examples of qualifying specialized experience include serving as a senior/lead specialist in minerals exploration, development, and production performing work activities such as analyzing and interpreting policy; evaluating mineral resources; overseeing permit applications and programs; evaluating research; and carrying out inspections. Such experience must have provided knowledge in petroleum engineering/geologic concepts, principles, and practices applicable to oil and gas exploration and development. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
