This position is located at the Billings Area Office in Billings, Montana. The primary purpose of this position is to function as Nurse Consultant in the Office of Health Care Programs. This position provides leadership, direction, and technical expertise in planning, development, implementation and evaluation of the Nursing component of health care programs in the Billings Area. __

Acts as an expert resource on all aspects of nursing (inpatient, ER, outpatient, and PHN, nursing care) and the associated health care systems
Provides consultation, guidance, and technical assistance on nursing, health care systems, and coordinated case management.
Initiates and develops policy, regulations, standards, and guide lines related to nursing care/staffing and healthcare systems.
Assesses trends and developments in health care and predicts future impact on health care delivery.
Develops and maintains liaison with national groups and governmental agencies in the public, private and voluntary sector.

BASIC REQUIREMENT(S):
Education: Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. (One year of nursing experience as a military corpsman that has been accepted by a State licensing body may be accepted in lieu of education at the GS-4 level.)
Registration: Applicants must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. An applicant who has graduated from an approved nursing educational program within the past 12 months may be appointed pending State registration as a professional
nurse within 6 months of appointment. No person appointed pending registration may be retained beyond 6 months, or promoted, if registration has not been attained.
The following shows the amounts of experience required to qualify for this position:

_GS-13:_ One (1) year of specialized experience equivalent to at least the GS-12 grade level.
To qualify based on specialized experience for GS-13 level, you must have one year of experience (equivalent to the GS-12) level that included duties such as:
Managing, planning, directing, analyzing, evaluating and coordinating a comprehensive area-wide or facility wide Nursing program (including all aspects of nursing i.e. inpatient, Emergency Room, outpatient, and PHN, nursing care) to ensure that statutory and regulatory requirements are met.
Provides advice, guidance and direction to programs, service unit field staff, 638 and Tribal Programs, professional organizations, public, private and voluntary agencies, educational institutions, individual employees on: advanced nursing principles, theories, concepts and clinical practices, health care systems and coordinated case management, health policies, issues, rules, regulations, quality improvement systems and evaluation methodologies, Electronic Health Record/Clinical Applications.
Develop innovative and model programs suitable for specialized health care related programs, rural, inpatient and ambulatory care facilities and isolated reservation settings,
Assesses trends and developments in health care and predicts future impact on health care delivery.
Maintains up-to date knowledge and skill in nursing and provides direct nursing support to all nursing programs in the Area.
Plans, develops and conducts continuing education programs and workshops.
Conducts compliance surveys/reviews of Nursing programs.
Evaluates compliance with standards of regulatory accreditation bodies and achievement of outcomes; and assists in developing, implementing and evaluating corrective action plans.
Team development for patient-centered care, evidenced-based-practice, quality improvement projects such as Improved Patient Care Model, Electronic Health Care Informatics, or other Practice Care Model.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
