The
Billings Refinery
is located near the Yellowstone River and is a few blocks from downtown Billings, the largest city in
montana
. The refinery primarily processes a mixture of Canadian light crudes, and heavy Canadian high-sulfur and medium-sulfur crudes. These crudes are delivered by the company-operated Glacier pipeline system, which is connected to third-party systems. A delayed coker converts heavy, high-sulfur vacuum residue into higher-value light oils. Gasoline demand is highly seasonal, with peak demand in the summer driving season. Distillate fuel demand is more constant, but generally increases due to seasonal agricultural and mining activity spring through fall, in addition to normal year-round on-road and railroad demand. There is little home heating oil demand in the Billings marketing area, as this need is primarily met with propane, natural gas, and electric power.
Finished petroleum products from the refinery are delivered by the company-operated Yellowstone, Seminoe, Pioneer, and Cheyenne pipelines, and by rail and truck to markets in Montana,
washington
,
colorado
,
wyoming
,
idaho
,
utah
,
nebraska
, and
south dakota
. Supplying these geographically distinct markets presents a special challenge due to the variation in gasoline octane and summer vapor pressure specifications from region to region.

Description:
Provide health and safety program compliance direction to the Billings Refinery. This position is responsible for managing and maintaining all Safety Programs including Contractor Safety, Safe Work Practices and Safety Audit Programs.
Responsibilities may include:
Contractor Safety Program Lead responsibilities
Responsible for ensuring the Billings Refinery Contractor Safety Management program drives compliance with the standard requirements of the PSM Contractor Element.
Responsible for establishing programs and policies to determine Contractor Safety eligibility to supply labor and contract work in the Billings Refinery. This includes conducting contractor safety pre-qualification screening.
Responsible for internal auditing of contractor safety training and elements of the Contractor Safety Standard.
Lead and facilitator for the Billings Refinery Contractor Steering Committee.
Represent the Billings Refinery in the Refining Contractor Safety Network.
Provide safety oversight of all contractors in assigned work area.
Contractor Safety Metrics reporting.
Safe Work Program Lead responsibilities
Program management responsibilities for the Billings Refinery Safe Work Practices (SWP) Program and facilitating key SWP review and revisions with Refinery stakeholders. This includes expertise in the SWPs and insuring compliance with regulations, corporate guidance and best practices; and ensuring the Refinery adheres to the SWP audit program per the audit schedule and tracking audit findings to closure.
Provide program compliance direction and guidance to stakeholders.
Manage and administer Safe work Programs to develop a high performing organization that values safety as the foundation of the business.
Basic/Required:
Legally authorized to work in the United States
Bachelor's degree in Safety & Health, related field or equivalent experience
5
years of experience with petrochemical refinery or related industry
Proficient
computer
skills with Microsoft Office tools (Outlook, Word, Excel, and PowerPoint)
Knowledge of or ability to learn Safety regulations/programs pertaining to refining operations and understanding of Safety work processes (ie. Lockout/Tagout, work permits, OSHA standards)
Preferred:

years of experience with petrochemical refinery or related industry
Certified Safety Professional
Experience with Contractor Safety programs
High level of competency in data and numerical compilation
Flexible, adaptable and organized; can handle numerous tasks simultaneously without losing focus; ability to properly prioritize work
Self-motivated, able to perform with minimal supervision
Well developed interpersonal, oral communication and writing skills
Ability to work within a team environment - understands role and purpose in the overall team
