SUMMARY The Program Director for Refugee & Asylee Programs serves as a representative for the programs and agency to a broad array of constituencies including government entities, partner organizations and the community at large.
The Program Director directs the development and implementation of multiple programming initiatives, including core services, specialized/intensive services, and community economic development programming and leads programs personnel in ensuring quality service provision and fostering efficient program operations.
ESSENTIAL DUTIES AND RESPONSIBILITIES Serves as principle representative to government entities, Lutheran Immigration and Refugee Service (LIRS), service providers, other partners and the community at large.
Represents Lutheran Family Services Rocky Mountains (LFSRM) on business, government and community committees and collaboratives.
Oversees resettlement and community programs staff, ensuring quality services delivery and contractual compliance.
Understands and stays current on the eligibility criteria and outcome requirements of relevant programs, such as TANF, State programs, Reception & Placement (R&P), Match Grant, medical, public assistance, and other programs available to refugees.
Recruits, trains and leads program personnel in setting individual goals and objectives.
Promotes a positive and supportive work environment and provides continuing support in helping them to accomplish their goals, as well as in work methods, processes, policies and procedures.
Conducts annual appraisals and counsels employees on performance.
Ensures that staff maintain adequate records of services provided in individual cases and all other data required to file necessary reports and to monitor the program.
Ensures that required reports are filed on time.
Keeps leadership within the Refugee & Asylee Programs informed of trends, issues and developments in services provided and populations served.
Provides leadership in conceptualizing new programming and advising improvements in existing programs and practices.
Participates in long-term planning for the program.
Develops program budgets, monitors revenue and expenditures while ensuring positive financial performance.
Designs, updates and maintains resource development strategy for programs in conjunction with Refugee & Asylee Programs leadership and other programs staff.
Works with program support staff to identify new funding sources and craft grant proposals.
Ensures that program services are provided in accordance with quality assurance standards of the agency, State, accrediting organizations, and HIPAA.
Performs other duties as assigned.

EDUCATION and/or EXPERIENCE Bachelor's degree (B.
A.
) from four-year college or university; or three to five years related experience and/or training; or equivalent combination of education and experience required.
Broad knowledge of policies and practices employed in the resettlement of refugees, including a working knowledge and understanding of United States Immigration laws and regulations preferred.
SUPERVISORY RESPONSIBILITIES This job directly supervises up to 10 employees, including supervisors.
LANGUAGE SKILLS Ability to read, analyze, and interpret or governmental regulations.
Ability to write reports, business correspondence, and procedure manuals.
Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Ability to speak and understand one or more foreign languages preferred.
MATHEMATICAL SKILLS Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, and volume.
REASONING ABILITY Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
